Fears of Somali pirates, "Gypsy" kidnappers, African warlords, Ebola, "Mexican meth," pimps, coyotes, gangs, climate refugees and more, structure the dark side of a metropolitan unconscious. These are terrors over things that (might) cross borders, threatening the sanctity of territoriality and capital. Inspired by scholarship challenging panics around human and sex trafficking, the contributors to this volume develop the umbrella category of the global moral panic. Embracing the challenge of grasping a phenomenon not previously regarded as cohering, they consider panics provoked by travel, passage, transgression; panics over bodies that move. In the years between the American Revolution and the Civil War, there was an awkward persistence of sovereign rituals, vestiges of a monarchical past that were not easy to shed. In Awkward Rituals, Dana Logan focuses our attention on these performances, revealing the ways in which governance in the early republic was characterized by white Protestants reenacting the hierarchical authority of a seemingly rejected king. With her unique focus on embodied action, rather than the more common focus on discourse or law, Logan makes an original contribution to debates about the relative completeness of America’s Revolution. Awkward Rituals theorizes an under-examined form of action: rituals that do not feel natural even if they sometimes feel good. This account challenges common notions of ritual as a force that binds society and synthesizes the self. Ranging from Freemason initiations to evangelical societies to missionaries posing as sailors, Logan shows how white Protestants promoted a class-based society while simultaneously trumpeting egalitarianism. She thus redescribes ritual as a box to check, a chore to complete, an embarrassing display of theatrical verve. In Awkward Rituals, Logan emphasizes how ritual distinctively captures what does not change through revolution.

With a merchant marine that competed against Britain for commercial supremacy and a whaling fleet that circled the globe, the United States sought a maritime empire to complement its territorial ambitions in North America. In With Sails Whitening Every Sea, Brian Rouleau argues that because of their ubiquity in foreign ports, American sailors were the principal agents of overseas foreign relations in the early republic. Their everyday encounters and more problematic interactions—barroom brawling, sexual escapades in port-city bordellos, and the performance of blackface minstrel shows—shaped how the United States was perceived overseas. Rouleau details both the mariners’ "working-class diplomacy" and the anxieties such interactions inspired among federal authorities and missionary communities, who saw the behavior of American sailors as mere debauchery. Indiscriminate violence and licentious conduct, they feared, threatened both mercantile profit margins and the nation’s reputation overseas. As Rouleau chronicles, the world’s oceans and seaport spaces soon became a battleground over the terms by which American citizens would introduce themselves to the world. But by the end of the Civil War, seamen were no longer the nation’s principal ambassadors. Hordes of wealthy tourists had replaced seafarers, and those privileged travelers moved through a world characterized by consolidated state and corporate authority.
